1) They have to be on your network, not just some random IP
2) You have to be the owner of the network

Sucks about this on school networks? You need to have admin rights XD tried it and it said "access is denied"
Oh and btw it is possible to stop a shutdown, unplug or turn off your wireless

This will only work for people connected to your LAN (or anyone connected to the same router as you etc.) supposedly them having their firewall off too
