1) They have to be on your network, not just some random IP
2) You have to be the owner of the network

Sucks about this on school networks? You need to have admin rights XD tried it and it said "access is denied"

Oh and btw it is possible to stop a shutdown, unplug or turn off your wireless

-You have to be on the same network/ connected to the same router
-Many computers will have security in places to prevent this
-some schools may block cmd.exe, and also block the codes

This will only work for people connected to your LAN (or anyone connected to the same router as you etc.) supposedly them having their firewall off too
