Like we discussed in IM's, the towers' construction began in 1966 and they were only conceived in the early 60's.
This kind of disproves that they had prior knowledge of a certain event.
However, to discount it being a prediction I would need to see the full episode, the dog could quite easily be referring to something happening in the cartoon, context is needed.
It is still rather creepy though.
