You need all the cards in a given card set. Here is an example.

For the steam summer sale badge I need all 10 cards.

As you can see, I have 0 out of 10 cards. Once I get all 10, I can craft the badge.

As for me, I unlocked the level 1 badge and received 100 XP. I also gained a steam level, received a background, another trading card, and a emoticon.

If you collect every card in a game or sale's collection, you can craft a badge which will in return give you another badge and rank you up. Most badge's have 3-5 levels meaning you can complete a collection, then craft the collections badge and then continue to re-collect and level up the badge.

I would keep them incase they become alot more. I have alot of extras and at the same time I don't have the full set. Not only that steam gipped me about 6 cards altogether. every 10 dollars you spend gets you on card? well the last 100 dollars it still says the same thing this purchase will get you a card. And it doesnt
