If I were you I wouldn't get Windows 8.1. With my experience within 3 months my windows crashed. I may never happen to you, but Windows 7 to me is where it's at. And it has alot less bugs.

Good build but i would have seriously considered going for a Intel i5 4670k processor, The AMD will not perform as well and you will see frame dips on higher textured gaming. The intel is only an extra 20-30.

Windows 8.1 has most of the bugs fixed and it is better in performance and gaming.
Windows 8.1 is the way to go and it has not failed me in the 6 months I have had it.

I've been using Windows 8 and 8.1 on my laptop since it came out and have had no problems. It is also has a much faster boot time

If you prefer Windows 7, but have 8, you can easily make windows 8 look and function like 7.

You should get a little more and put a 8320 in instead, definitely worth the extra $$ other than that, it looks stable!

I would suggest lowing the power supply to a 550 or 600W, and getting rid of the hyper 212 and going for a closed loop liquid cooler. such as the Corsair H60, or something along the 120 - 140mm rad size. if you can fit a 240 Rad in the case, I would suggest a corsair h100.

He said he wants to SLI later on.
The H60 is pathetic for what it does, the 212 is cheaper and has better performance on AMD CPU's
Closed loop isn't needed as his CPU is already cooled sufficiently from the standard cooler on a factory OC, if he want's to OC further then that is what the 212 is for.
