It should be in your video effects tab under the Sony folder its a default plug in. If you cant find it there look under All.

any idea how to get similiar static like this using plugins instead of overlays ? Im aware this video was shot with a VHS camera, but i would like to creat similiar nice static.

After seeing what you were going for i think running it through vhs would be your best option. Hope you figure this out though.
