Turn the phone fully off and then instead of powering it on as you normally would, hold the power and home button until you get it into (DFU) mode where it shows the iTunes connect prompt.

After that has happened, plug it up to your PC and try the restore process once more. If that does not work, update it instead of restoring it unless you are already on the newest OS. If that again does not work, update iTunes and try once more.
