have you tried ezgif.com,save it to your computer,upload it on ezgif,then it asks for the size height and width,give that a try or resizeimage.net,not sure the quality will be any good though

That's 50x50, buddy.

It's really hard to resize this GIF to under 100kb without making it look really bad. (IMO)
