There is no way to fit an i5 in a budget of $400.
IF you get the s340 don NOT get the razer one. It is the exact same as a normal s340 just for a lot more. Either the i3 or 8320 build that sanct suggested will do the job. If you plan on some video editing and livestreaming go with the 8320 but i3 for gaming

I'd honestly take the 8320 for gaming as some games wont launch with a dual core. They're both very good options. The i3 isnt all that better than an 8320 at gaming, anyways. However, the i3 does have more upgrade paths.

I would take a Skylake i3 over an 8320. Seeing as AMD are having the issues with their Bulldozer chips not really being 8 cores, it wouldn't be fair to compare an i3's 2 cores (with 4 threads) to the 8320's 8/4 cores. The i3 has better single-threaded performance which will be better in lower tier games, and as the build has a 260X OP wouldn't be playing many high end games anyway.

I'd personally go with the 8320. The extra cores will help with streaming/editing/rendering etc.

Honestly the difference between the stock 8320 and 6100 isn't that much different, and considering you are putting 4 threads vs '8' threads plus you have an upgrade path that will last or years I really don't see why you'd get the 8320.
The i3 beats an 8320 OC'd to 4.6 GHz in pretty much every game so it's fair to say that it stomps the AMD chip
