I am looking for a build of a computer that has good enough specs to run GTA 5 at 60-70fps with mods installed. Is it possible to do this for under $1000 if so please help me with a build

Full budget you're willing to spend and currency?
Do you need a monitor, KB, or mouse?
Will you overclock?
Uses of the PC?

Personally, I would go with NVidia over AMD if you're looking to upgrade in the future (AMD fanboys don't even try to say otherwise). Sure AMD is OK, but for a longer term PC go with NVidia. Anyways.....
1) CPU - i7 4790k [$300]
2) GPU - GTX 970 SSC w/ ATX 2.0 [$340]
3) PSU - AT LEAST 750w DO NOT CHEAP OUT ON THIS [$80-$120]
4) Good case with GOOD AIRFLOW <-- Kinda your choice here. [$100-200]
5) At LEAST 8gb of RAM (You can go 16gb, but 8 is all you need for now) [$75]
6) OS of your choice (Preferably Windows 8.1 or 7) [Roughly $100]
7) Monitor of your choice (Asus makes some nice monitors for gaming) [$100- $300]

So many things wrong.
First off, he doesnt even have a set budget yet. "Under 1000" isnt a budget.
Secondly,
AT LEAST 750w
SLI 970s can run on a good quality 650w LOL
OS of your choice
He can get it for free, no need to spend $100.
i7 4790k
A 4790k for gaming? Really?
Monitor of your choice
I can guarantee he doesnt know what monitors are good and which arent. Neither do you because you didnt pick one.
GTX 970 SSC w/ ATX 2.0
Last cherry pick, the 970 is easily out-performed by a 390. It is also cheaper than the 970.

This is completely false. You are obviously ignorant. Please dont post this again.
Finally, I think he needs motherboard lol.

OP-Literally ignore everything this guy has said. No need for an i7 for gaming, and you may as well go with Skylake now, as opposed to Haswell anyway. He's clearly an NVidia fan boy. AMD GPU's are perfectly fine. Let's leave that there. As for claiming that NVidia GPU's will last longer, that's just absolutely ridiculous. If anything, AMD's older cards are holding up better than NVidia's older cards and I can only imagine the future to be the same since the 970 memory bandwidth is poor, compared to a 390, plus the 390 has that 8GB VRAM. You absolutely do not need "AT LEAST 750W". Quality matters much more than the wattage. A good quality 450W-500W unit is enough to power any modern single CPU/single GPU rig. A case isn't going to cost anywhere near $200. You don't even need to pay more than $40-$50 for a case. Obviously though, the more you spend the better you get and more features. 8GB of DDR3 RAM is like $30, not $75 lmfao. OS is not $100. Retail price for OS is like $100 but only idiots pay retail price for OS. You can easily get your OS for free or for like $30, if you need to pay for it, which you don't. Oh, and he clearly doesn't know anything about monitors. You can't just suggest an entire brand for monitors.
Assuming that you're using USD, and don't need peripherals;

Actually includes a mobo and storage since you know, you'll need 'em. Seems this "Retro" dude forgot that lmfao.
SSD for OS and what not, 2TB HDD for mass storage. You can OC the BCLK on the 6500 with that Z170 mobo(update to the latest BIOS if you want to do so). The M9i is a nice, cheap cooler, and will allow you to OC a bit. XFire support so you can easily add a 2nd 390 to the rig at any point, if you need/want. Nice case with a nice window. I've built in the Enthoo Pro M and it's hecka ez.
