Here in the uk it's considered very bad, definitely at that age, as far as I know this is legal bul when he's 18 then it will become illegal

actually it wont be illegal, if it consented, and depending on his jurisdiction if she is within 2 or 4years of his / her age, it is legal as well. But you are right in the aspect that it frowned upon

I wouldn't do it personally but technically he isn't breaking any laws but when he turn 18 it will be an offence (UK that is anyway) don't know the laws in the US.

its not illegal but its wrong once he turns 18 you can press charges if he continues to see her. you probably have nothing to worry about just block the guy and that's it.
