I wouldn't hold on for it to long. Best off getting it to the police asap. It might be able to be tracked.

You're an asshole for even suggesting that.
You could always try visiting the shop of the phone company for whatever phone it is and see if they are able to unlock it.
If there's a shop or restaurant by the place you found it then you could always drop it off their since the person may return to the shop and ask if they've found a phone. If not then the best option is to give it to the local police station.
I appreciate you trying your best to return it to the owner, I would hate to lose my phone and not get it returned. Goes to show that theirs still good people in the world.

Okay I will give it to them tomorrow, I can tell the person has been looking for it because it has 109 missed calls but there is no way I can see the number to call them.
any chance you can call or answer the phone or see the number when it calls and call them back on your phone? or i am sure it just says there name ?

Why don't you simply answer it then? Easy solution imo
the missed calls are from days ago and nobody has called since, if they call before i take it to the police I would answer it but it seems like they are done trying.
What type of phone is it my man?

If its an iphone, plug it into the computer and load it in itunes and reset the lock on it and call the person who called 110 times

My bad, thought it was an iphone. I would look into how to remove the lock or passcode on it through a pc. Then call that number back whos called it a lot.
