My friend wants a starter build, he's looked at the GTX 960. He's after something that can play games at high. I helped him out with a build of this but he is just wondering could he find it any cheaper and playing games at good settings. Anyone help him out from that?

Why would you buy a CPU that's 3 generations old and a GPU that's a generation old? The GTX 960 was a terrible GPU when it launched, so it's even more illogical now. No SSD is pitiful. Ridiculous PSU choice, it's such terrible quality for the price. You can get a better quality PSU cheaper. Bad cooler choice and bad case choice as well.

I bought pretty much identical to this PC over a year ago and it did fine for me until I upgraded to the 1070.

I don't know how telling you not to buy illogical components is "crapping all over it" or why it matters if I'm "crapping all over it", considering I'm trying to save someone wasting their money.
Could I show you what? If you want help with a build list, we need more information. We don't know what peripherals are being used with the system, or what the intended uses for the system are. We don't know if he's going to overclock. or what colour scheme/aesthetic is preferred, if any.

So on the pcpartpicker list is was £700 so i went with around that, with this you get a better GPU, Ram, and have a SSD

Can you please stop. Stop jumping the gun and trying to help people when we don;t have sufficient information. It's great that you're trying to help, but you can't just take a budget and throw a list together willy nilly. We have zero idea what this system is being used for, what peripherals are being used(if any), or whether the user is interested in overclocking.
Also, i5-7400, much like the 6400 is a poor choice IMO, due to low clock speeds. 7400 isn't quite as bad as the 6400, but I;d still recommend a little extra for a 6500/7500 if going for a locked CPU. That damn terrible EVGA PSU again. 212 EVO? I'm so confused, didn't you just also shit on that cooler in another post lol?

Sorry for jumping to the gun, Anyway, he has all the peripherals needed, used for gaming for games like Battlefield 1 on high atleast. I highly doubt he'll overclock and aesthetic he doesn't care as long as it can play the games he wants.

For unlocked CPU's the 212 evo is a poor choice, looked @ different coolers and didnt see much so i just left it, because on that cpu it should be sufficent

What monitor will he be using? Is it 1080p, 1440p, 4k? Lower resolution than 1080p? What refresh rate? BF1 on High means nothing if we don't know what resolution he is playing at, or refresh rate. If he's not interested in overclocking, an unlocked 4690k is a waste of money. We also need to know as much as we can about what the system will be used for. I'm sure it's not only going to be used for BF1. Is it going to be used solely for gaming? Or will he also do editing/rendering? Can we get an idea of the kind of games he plays? Some games are GPU heavy, some are CPU heavy, some are both so if he's only playing GPU heavy games, a different system would make sense than someone playing CPU and GPU heavy games.

The new Corsair(I think CX450) is a little under £50. Some of the old CX units were terrible but the newer ones with the black/gray label are better quality, and semi modular so they're decent choices, if there's nothing better/similar quality for cheaper.

Be Quiet Pure Rock Slim is cheaper. The 212 EVO isn't only a poor choice for unlocked CPU's, it's a poor choice as a cooler. It's old, it's loud, and it's harder to install than newer coolers like the Raijintek Aidos, Cryorig M9i, etc. Sure, the 212 EVO is sufficient for that CPU, I'm not saying it isn't, but a Pure Rock Slim would also be efficient, but it'd be quieter and easier to install.
