We need the information of your current system as a whole. If you've never built a PC before and you don't even know what to look for in terms of your PC and how to get us that information, I suggest downloading and giving us the screenshot from this program: Speccy as it'll show us the majority of your parts. As for your keyboard, mouse, fans, HDD, and PSU.. Those in my opinion would be first to the chopping board. This is assuming you haven't done any basic service to your PC such as cleaning, upgrading your PSU or fans. Mouse and keyboard if not giving any problems or no desire of upgrade, then keep them. But we definitely need to know the condition and status of your PSU and fans. On note, any desired upgrades? Mic, headset, speakers? And you didn't even list a CPU so I'm assuming that's first to scrap along with RAM, are you sure you want to make such upgrades now? Same question for a graphics card.

Then you would need some DDR4 ram to go with your new AM4 socket board which will cost arouind 60$ for 8gb of ram, As well as SSD and some storage which will cost around another 100 bucks.
So with a 700$ budget you can get yourself:
AM4 Motherboard: 120$
Radeon rx 590: 200$
Ryzen 5 2700 cpu: 150$
500w PSU: 60$
SSD & HDD: 100$
RAM: 60$
which would be a nice upgrade and complete build along with a case and some fans
