10k - 20k budget each. Just go in with it if you're to build the best pc what could it be?

Alienware

Dell uses the Alienware brand for their high-end gaming monitors. It's the best monitor available and it's a steal at $1200.

Personally, I wouldn't go with an ITX mobo/case, and I'd go with a beefer power supply having a 4090, but yeah spending much more isn't going to get you much. Only other thing you can really spend more on is aesthetics and maybe just more storage. I prefer samsung m.2 SSDs, so if you have the cash just load up on 990 pros, or really just one 990 pro for the boot drive and then 980s for extra storage. Could try to get more to set it up as a raid drive for backup.

The new Samsung G8 makes me want to cream, I'd go for it personally. When a 27 inch verison comes out I'm gonna snag one
