I would get it on your arm like anywhere that you have a lot of meat I got it on my biceps and it really didn't hurt just the outline did but it's honestly not that bad that people make it sound bro |

The kind of unspoken rules of tattoos is when you run out of room on your arms and chest you move to your neck etc.
Do whatever you want though but I wouldn't suggest first tattoo a neck tat, I would suggest putting it on your chest, they don't hurt at all |

I'd avoid your neck, especially as a first tattoo and although it's your daughter.. a name and date/time will look tacky. Have you thought this through?
I have my kids time of birth tattooed onto my arm. I'd stick to somewhere a bit more covered to be honest as this could affect you later in life. You need to be smart when it comes to tattoos. They are there for life. In regards to the pain, I've never had one on my neck so I can't comment but some places are sorer than others - none are unbearable. All depends on pain threshold from person to person. |
