That isn't the point. Sure, you can get the console but there is no challenge in that. The point is that people are emulating the PS3 console on a PC. Something that many people said wouldn't be possible.
I'd say its easier than the Xbox 360 though.
unlikely since PS3 was notoriously bad for developing games with its terrible architecture. A lot of developers didn't want to ever develop games for it in the beginning. XBOX 360 emulator is already a thing, since the Xbox one is emulating the xbox 360. We can only hope MS release this on pc even on a platform similar to steam. Although I imagine it might be pretty difficult to emulate of a lot of different systems due to differences in builds.
