Targeted Risk is a Strangers and Freaks mission for Franklin.

To start this mission, you will need to grab reach the top of the Maze Building. There is a helipad on the top of the building, so simply buy or 'borrow' a helicopter from somewhere. Once on top of the building, you will find Dom again, who is just about to jump off of the building.

All you have to do is jump off the building with him, deploy your parachute, and land on the flatbed truck (blue blip on your radar).
