The Achievement on GTA V called Dialling Digits is to call for backup while on GTA online mode.
All you need to do is go on GTA online ( doesn't matter if it private or normal ) and then get your phone out and call Mayweather and you have the option to get a 'Backup Helicopter' ( you have to be or be over level 20 ) and once you pay for that the achievement should pop up and boom as easy as that !
