A simple way to get the Hazard Pay Achievement is during the factory portion of the game when Daisy sends the Vox to kill you, Near the telescope in the back of the area you fight the Vox and the Handyman, is a Tesla Coil tear that you can have Elizabeth open. Once it's there stand behind it and avoid enemy gunfire. Eventually they will begin to rush you and will be shocked by the Tesla Coil. It takes a couple shocks apiece, but they are pretty easy to avoid since everytime they attempt to strike or shoot you, they get electrocuted. You only need ten enemies to kill, and there are plenty. If you are having trouble getting them down to you, try the "pull" ability of Undertow and drag them over. Easy!
