This will come to you quite quickly. To consume an enemy, you can either do a stealth consume (unlocked with your abilities; hold RB and press B) or use a melee attack to consume anything apart from hunters (grab with B, consume with Y). After any 200 characters (infected, civilians or military) have been consumed, this will unlock.
