This achievement will pop at the beginning of the Air Force One mission if you have driven a boat by the time you reach this level. All it means is that you have driven a Jeep, a Tank, a Boat, and a Heli of any type.
Basically. in this game you are going to earn this achievement just by playing through the game and driving the vehicles that are used on a mission to mission basis.
