You WILL Need a Safehouse for this!

Step 1. Go to your safehouse and find cover

Step 2. Start shooting civilians and police

Step 3. Keep on killing as many police officers as you can

Step 4. When you think you've killed enough / are near death make a dash for your safehouse

Step 5. Wait until your wanted level drops

Step 6. Go outside and pick up all the items dropped from the NPC's

Just like that you can gain easy Ammo, Cash & Health!!
