Step 1. Talk to Apu

Step 2. Repeatedly ram Cletus's vehicle to make him drop the 'Flatmeat'

Step 3. Pick up all 'Flatmeat' which is dropped from the truck

Step 4. Be as quick as possible as you are given 2 Minutes to complete this task!

Step 5. Once all 15 have been collected quickly drive to the Observatory before the time runs out

Step 6. Enter the observatory

Step 7. Talk to Professor Frink

All done! Just like that you can complete the mission. The key to this mission is to be as quick as you can.

Tips - Get up as much speed as possible when ramming Cletus's Vehicle, to ensure that he drops some 'Flatmeat'
