Step 1. Talk to the Sea Captain

Step 2. Follow the black Limo

Step 3. Ram the Limo repeatedly to destroy it

Step 4. Drive back to the docks and speak to the Sea Captain

Step 5. Drive to the "C-Spanker" boat and board it

Step 6. Talk to Bart

Just like that you can complete the mission! Simple rite?

Tips - Gain as much speed as possible when ramming the limo, this will cause more damage
Ram the Limo into other objects like cars and walls. This will cause significantly more damage!
Drive as quick as possible. This mission has a time limit, so be as quick as you can when destroying the Limo
