Win a fight with each Powerpuff in alternate costume against a Powerpuff in normal outfit
Buy the costume for 500 then Select Custom Match, set it to 10 seconds, pick the Powerpuff girl you bought the costume for. Then pick Buttercup as the AI. Hit her once then run away til time expires and repeat this until unlocked.

This is a very easy achievement to unlock, no need to worry about trying super hard or being very skilled
