Open any video-editing application that supports JPEG files. Video-editing applications that can use JPG files include iMovie, Windows Movie Maker and Adobe Premiere.

Import the JPG files into the video-editing program. To import video into a video-editing program, click the "Import" button on the main screen or go to "File" and choose "Import" from the menu. Find the files in the window that comes up and double-click each file to load it into the program.

Move the JPG files from the "Imported files" section of the video-editing program to the video track on the program timeline. Once the JPG files are on the timeline, lengthen or shorten the time that any of the JPG image files display by clicking the right side of the clip and moving it to the right or left.

Save the project as a movie file. To save as a movie file, go to the "File" or "Share" menu and choose "Export" or "Publish." None of the programs offer MPG as an export format, but any format you choose for export can be converted to MPG.

Go to a conversion website, like Media-Convert or Media Converter. Follow the on-screen prompts to load the movie file you created into the conversion system and select "MPG" or "MPEG" as the output format. When the conversion is complete, download the file from the provided link.

Place a blank CD into the computer's CD drive and launch any DVD-burning program. On the first page of the burning program, select the "VCD" or "Video CD" option. Load the MPEG file into the DVD-burning program and click the "Burn" or "Write" button to write the file to disc.
