To do this, you will need to edit the registry.
1. Open the Windows Start menu and type "regedit" without quotes into the search bar.
2. Right click "HKEY_LOCAL_MACHINE" and select "Find".
3. Type or copy "OEMBackground" without quotations. It should be located at: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Backgrou
nd. If the key does't exist, you will need to add a new DWORD value with the name "OEMBackground" without quotations.
4. Double click on the entry "OEMBackground", and then just change the value from 0 to 1.
5. Open Windows Explorer and copy and paste: %windir%\system32\oobe.
6. Create a new folder named "info" without quotations. Open the new folder.
7. Create a new folder within "info" named "backgrounds".
8. Rename the wallpaper you want as "backgroundDefault.jpg" and then place it inside the folder, "backgrounds". The only thing is, the images have to be less than 245 KB in size. If the image is too big a file, you can always downscale it.
Now you're done! Just lock the screen and have a look. I have a Call of Duty image as mine.
