After you have deactivated the shield that was blocking off the road, you will exit onto a bridge as a Covenant ship flies overhead. Jump out of your Warthog and go underneath the bridge, to the left you will see some bridge support beams, follow the Jump onto the one farthest to the left and go to the edge, turn left and you'll see a small jut out of the cliff with the skull on it
