At the start of the mission, you will walk into a place with building around you. You hit a checkpoint. At this point, you should also hear a marine yelling, There! Over There!. Look up and to the right, directly at the roof of the building next to the missle launcher. There is a single flood form which is holding the skull. Shoot at him using your BR, and it will drop the skull to your level where you can go pick it up. If you kill this flood too soon, the skull will be stuck on the building, if you kill it too late the skull won't drop down. Time it right and you won't have any problems.
