Come first in 20 singleplayer street races.
Along the story you will meet a character names Brucie. You will have to do a mission for him, after you have completed the first mission you will get a call shortly after saying that anytime you want to race just give him a call.
Now from all the islands it will total up to 9 races from all three islands (3 Races on each island). After you have completed them all you will get a text message saying you have won all 9 races. Now you will have 11 more. Just call Brucie, sometimes he will answer sometimes he won't. When he does answer, he will set you up with a race.

Coming first in single player races honestly isn't too hard.. if you fail just keep trying and it should come with practice. I was absolutely horrid with multi-player races though
