One of the harder achievements since it requires a lot of good timing so don't expect to get this one on the first try. Start on Pillar of Autumn and there will be a cliff you could get off of. Below there are a few Grunts and Elites, be sure not to get their attention. Follow the Elite's moves and when you think you got the right place then just sprint and when you think you got it just melee to assassinate him.
If you did it right then the achievement will pop up.
