This achievement is like most of the collectible ones.
To show security cameras to appear on your minimap you have to go on a date with "Not Ping". You will unlock that option early in the game when you receive a call form Raymond to meet at a secret location. You must take a bug from Not Ping and plant it in Mrs Chu's restaurant . After you can date her, you have to impress her by hacking a security camera. All cameras will appear on your map after that. You will unlock nearly every camera by completing the drug busts.
Then there will be a few on your map which you can just finish off.
