You come to the boat stage after defeating Eddie in the freezer room. It is a pier where you have to get in and steer a rowing boat. I recommend playing on Beginner/easy/medium. All you have to do use the analog sticks to angle yourself with the light and head towards by simply holding the left analog stick forward.
Once you arrive at the hotel pier the achievement will unlock. If you were not fast enough there is a save on a barrel before you get in the boat. I would recommend saving and reloading that save if you fail.
