Click the Start button and click the "Control Panel.
Select "Large icons" in the View by section, then click "Mouse" to launch the Mouse Properties box
Click the "Device Settings" tab and click the touchpad in the Devices box
Click Disable then ok

I ended up figuring it out, the only thing is that I can't use the hotkey to lock it, meaning the FN+F9 combo.

Go to control panel and click "view by" and select large icons.
Now you should be able to click on mouse.
Then you should be able to disable it.

So I figured it out and it is now disabled, which is what I wanted.
But I can't seem to use my FN+F9 hotkey to enable/disable at will instead of having to go into mouse properties all the time.
