Honestly, when you are taking about cheap it is a case by case basis. Something cheap may not always be reliable (hence why it is cheap). Look through the classifieds, find something you like, test drive it, have a mechanic check it out, and go from there.

Mechanic check it out is a waste of time, if he gets a Golf just look for obvious things and look for service history. The only problem with the golf mk4 is the cambelt but i think it was only with the mk4s.

Having a mechanic checking it out is one of the biggest things you can do. How do you know if a cylinder is clogged on your test drive? You won't. A simple compression test from the mechanic would be able to tell you if all the cylinders are firing.

I'd go for a '95 Civic (not a honda fanboy own a '05 STI)
Insurance is low good gas mileage, since its FWD it can handle decently in dirt, and it may not be super fast but it can move quick for a car with all these perks for a price under 2k USD and with good maintenance they'll run forever

You have a lot to learn lol. Back in the 70's I'd agree with you, but now it's only the names that are German. Look at where VW is- manufactured in USA and Mexico. Look at where Audi is- Mexico.
I don't know if you ever worked on a German car, but it's a PITA. Ever bolt is a different size than the one next to it, every clip is different, and it just takes a lot longer to get anything done on.

Some mechanics here wont even look at American or Chinese cars because they're so badly built lol
