What currency, It wont be amazing but you may be able to run some stuff on it. Also "High Quality" stuff can be expensive, so you may have to resort to less reliable brands.

You can add a 4GB stick but it won't make it that much faster. Unless your doing some major stuff like rendering, 3d modeling, or have a shit load of stuff running then it may not be that useful.
