You can but it would require lying about your age to paypal and I wouldn't advise that since you can get permanently banned from paypal it's self.

If you read again you will see this "it would require lying about your age to paypal" you can get a debit card in the UK if you are under 16 with parental consent but PayPal accounts require you to be 18 which is where you lie.

yeah you can lie to paypal about your age so easy but what would you do if the paypal got limited?

It limits they money in your account so it wouldnt hurt cuz it would be out of my card

No-one can take her card from Paypal, unless you're keylogged I believe, just give her some info about paypal and maybe you can convince her, if you get scammed I'm 100% sure Paypal isn't the reason.

Yes you can get a "Credit/Debit card" and age of 13-14 what ever you are (just need to be opened with parents or with someone 18+) - have limitations so you Cannot go overdrawn with a debit card,
No you cant get a "Credit card" until you are 18+ and most banks won't give it to you unless you have a job and will be able to pay it back etc... so can get declined for credit card.
