Black Ops 2 Won’t Be Getting Any More New Guns Via DLC
With no gun DLC announced as part of Uprising, Black Ops 2′s second map pack, the community have begun wondering why there won’t be a new gun introduced to the game for people who purchase Uprising.
When people started to question Treyarch, asking if there was going to be any new guns included in the Uprising map pack, the developer cleared things up once and for all. The gun DLC was a one time thing for Revolution only and there are no plans to include weapons in future Black Ops 2 DLC.
Uprising launches on Xbox 360 April 16.

I think they should keep adding guns. I have completed all the challenges on the guns I enjoy using so it's a bit boring now. I saw a photo similar to when the first DLC was leaked but with a Famas on it which looked like the famas from MW2, that was a great gun and I think it would be good on Black Ops 2.

I think it's better because people who didn't buy the game can just pick it up.

The reason they are not releasing a new gun is because they will have to release a new update with it. The update would add the coding/skins/models/sound effects/blah blah blah of the new gun(s) to people's hard drives.
People who download the DLC will automatically have the coding and etc. for the guns, but those people will obviously use the guns in multiplayer games against people without the DLC. In order for the players without the DLC to see and hear what they are being shot with they have to have the codes/sounds/skins/models/ for the gun. If they didn't then it would just look like a black box shooting blanks at them.
DLC maps only work with other people who have the DLC maps. DLC guns are a different story. They have to be set out in an update/patch to allow players who didn't buy the DLC to see it or pick it up mid match as well.
This is all from experience from Counter Strike 1.6. Whenever you joined a custom game and didn't have the coding for the maps/skin/guns/mod/sounds/blah blah blah/technical etc. then the game would automatically download it for you and then you could join the game.
I would agree with this 100%. I don't see them putting out many updates for this game because in 6 months (hopefully) we will be using new hardware and this game won't be relevant. Not to mention, each update costs $40,000. When compared to the games revenue is really just a drop in the bucket.
